- Demonstrated need (critical mass of participants + gap in available support) witin a serviceable market area
- Champion(s) among volunteer leaders and the business community
- Connection to a college/university campus
- Vibrant, connected donor base and engaged business community
- Location for centralized activity
- Commitment to demonstrating inclusivity with at least one event that brings together the whole community
